 Thanks to everyone for the feedback so far!

 To help everyone visualize this feature, here is a screencast of the
 current patch, `38172.1.patch`: https://cloudup.com/ctFWMV-hoFF That's in
 an early version of Twenty Seventeen.

 To focus the feature, and provide a scope that could be accomplished
 within the next week so it can have a chance to make it into 4.7, this is
 what I'd like to see for the next patch iteration:

 1. Output video tag, no MediaElement.js unless the format is something
 other than `mp4` or `m4v`.
 2. A function that outputs the video tag, similar to get_custom_logo, with
 certain parameters that could be modified by themers. Basic controls
 should be included, and sound should be muted.
 3. Robust fallback support and integration with header image.
