Comment:

 There are no contact forms in core, and I don't see that core getting more
 specific than "You might also try a plugin to add a contact form." (which
 is part of the current string) would be a good idea. If there are plugins
 on a fresh site for whatever reason (hosts sometimes do this with one-
 click installs), those plugins can filter into the default content setup.
