 Is that not what `the_archive_title()` does already?

 The [https://core.trac.wordpress.org/browser/tags/4.6.1/src/wp-includes
 /general-template.php#L1439 function] accepts two arguments, the first one
 being what will be printed before the title and the second what will be
 printed after.

 The only one that adds any extra markup would be the author.
