 I've removed the test CSS in [attachment:38678.10.diff]. @davidakennedy is
 this what you were expecting re: [comment:36 your previous comment]?

 declare support for this feature, themers would expect to have to add
 styles and customizations. Shipping with default styles would make more
 work for a themer, even if they're simple styles.
