 Customize: Maximize height of Custom CSS `textarea` without causing
 doubled scrollbars.

 Textarea will fill vertical height of Custom CSS section for browsers that
 support `calc()` and when plugins don't add other controls to the section.
 Also run CSS autoprefixer.
