 * Add a count to the shell construction to the shell shows a matching
 number of slots as the displayed drafts
 * don't remove existing `wp_dashboard_recent_drafts` function or ajax
 callback, keeping patch smaller and in case they are being used by
 developers; before removing we should check for usage, then deprecate the
 function
 * build and return the js template instead of echoing it out directly in
 the function

 working on adding the missing filter.
