 I've tested the skip links on both the official demos for Twenty Sixteen
 and Twenty Seventeen. Those are:

 Tested with Safari on an iPhone 5. I can't reproduce the bug you report.
 Is there anything special or different about the steps you're taking to
 reproduce the bug?
