 [attachment:34323.2.diff] clarifies in code that placeholder clickability
 is only intended to be useful for mouse and touch users, as there is
 already a `<button>` for keyboard and screen reader users to use. Revised
 patch also refines the UI by adding a darkened border color for a hover
 state and giving placeholders a white background. White is (as much as
 possible) reserved as an indicator for "clickable" elements in the
 customizer UI, seen in navigation, input fields, etc.
