 @dlh good question. I suppose the reason is that if there is no
 `.customize-control-title` element in a control, then perhaps the control
 is using a different element to serve as the title and it would make sense
 to prevent the notification from being injected before any such alternate
 title? Or if there is a control that just consists of a checkbox and
 label, without any title, then it wouldn't make sense for the notification
 appear above the title-less control?
