 I tried to reproduce it, but I '''couldn't''' using:
 - WP 4.5.2 + Twentysixteen
 - WP 4.6-alpha-37403 + Twentysixteen
 - WP 4.6-alpha-37403 + Twentyfifteen

 Reversed comment order (newest first) was OK with and without pagination.
