 A translatable string doesn't seem to be the right way for this as it
 doesn't cover all use cases. Example: I speak English, Spanish and German.
 If German isn't available I'd like to have it fall back to Spanish. A
 translation team would probably never specify this. It needs to be a user
 choice IMO.

 Using this Trac ticket to find a solution is a bad idea. Taking this as a
 feature project is probably the right way, regular meetings and
 documenting the findings in a make/core post is something which would keep
 the idea alive.
