 don't get me wrong, I am 100% for a mechanism for fallback languages, I am
 the one who posted the idea in the "ideas" forum and then someone created
 that ticket based on that.

 What I am discussing is the implementation of the solution and the fact
 that initially it's not a feature for core translators but for plugin and
 theme developers.

 I believe the solution I proposed is the simplest and cover almost all
 cases without requiring the translators in the core to go into political
 warfare about what should be the fallback for such and such language in
 the core. I am not concerned about the core but I want a simple (for me)
 and transparent (for the users) to provide translations to my plugin
 users. It's also a solution which is common everywhere else.
