 I see at least two problems here:

 1. this is a new file that has to be maintain centrally by people who
 clearly expressed they were against the idea of fallback languagesat least
 because it's a political nightmare

 2. if I don't have the resources to provide say all versions of Spanish,
 that the fallback for all Spanish locales is es_ES and have only a Mexican
 translator, I will have to provide a es_ES with mexican translations.
 Which is incorrect as far as labeling is concerned.

 there is already a simple mechanism, built in the naming convention of
 language files, I don't understand why you wouldn't want to use that.
