 This topic came up during this week's i18n bug scrub and I showed interest
 in it. I would really love to solve this issue in not so distant future.

 Plenty of people showed interest in a solution for this, and
 [https://wordpress.org/plugins/language-fallback/ the plugin mentioned
 earlier] has over 1,000 installs.

 Since the introduction of language packs for core, themes, and plugins,
 it's easier than ever to use the software in your desired language.

 Now, we need to find a good way for having fallback languages. @ocean90
 suggested tackling this in a feature project of some sorts, so if anyone's
 interested in joining me to do so, let me know.

 Based on this thread and my experience with locale installs I want this
 project to solve this in a way that

 * it's easy to implement
 * we don't add any UI option
 * the user doesn't need to worry about it
 * developers don't need to worry about it

 Perhaps it makes most sense if this could be handled on the WordPress.org
 side of things (the translation API), otherwise a translatable string for
 a fallback chain comes to mind again.

 Anyway, we need to discuss the problem we aim to solve first before
 thinking about the implementation.
