 We should to add a theme tag for `custom-logo` to match the `custom-
 background` and `custom-header` tag.

 The theme review team discussed this and decided to propose it as a tag in

 This was not a part of the initial tag proposal in #33407 because custom
 logos were not a part of core at the time.
