 There's some good work in this ticket, so kudos everyone!

 I just ran across another case where these arrows act strangely: `wp-
 admin/network/users.php`

 To start, the arrow is backwards. Clicking the "Registered" column header
 sorts the same direction, but inverts the arrow. Clicking again inverts
 the arrow again, and orders the other direction. It's pretty weird.
