 Hi @babakhatami

 WordPress isn't doing this to itself, the problem you're experiencing may
 be caused by a plugin, theme, another server process, or potentially
 malware infection. Start from a clean WordPress installation with no
 custom plugins/themes.

 Looking at the diff between the two files, I have absolutely no idea what
 would be causing that to happen.
