 The original intent of the filter was to replace the previous code / UI
 option whose intent disable the XML-RPC api for performing logged in
 actions.

 It was never intended to completely turn off XML-RPC because then
 pingbacks wouldn't work, it was all about disabling the XMLRPC publishing
 interface which wasn't used by a lot of people and needed a thorough code
 review.
