 @steevithak Thanks for offering! Anyone can contribute a patch, definitely
 not just committers. Check out
 [https://make.wordpress.org/core/handbook/tutorials/working-with-patches/
 the guidelines in the Core Handbook], but the gist is that a patch should
 be created from the root of a checkout of the trunk version of WordPress
 and then uploaded to the ticket using the ticket number as the file name
 (ie. `35022.patch`).
