Comment:

 I spent the afternoon writing tests for `WP_Embed` and implement a
 transient fallback afterwards. The result is [attachment:34115.diff].

 Nothing spectacular there, except that I added a `pre_oembed_result`
 filter to test `wp_oembed_get()` without doing any HTTP requests.
