 So I am correct that this is the case; however, in looking at tests,
 `map_meta_cap()` itself also falls back if nothing is hooked on for auth
 so nothing is broken practically speaking. That said, the code is still
 incorrect in its intention and is confusing to read, so going to commit
 that fix, and then look at the new feedback in this ticket.
