 Yes, that is a bug in jQuery UI, and I can repro both in WP and in the
 JSFiddle demo in the ticket you've linked to. '''But''' that bug is about
 '''clunky''' drag and drop behavior.

 Somehow this ticket got sidetracked. If you go back to the original report
 by @gsarig, this ticket is about drag and drop not working '''at all'''.

 Like I said the `ui-draggable` hook simply isn't there.
