 It's not too useful in "Create gallery", but it's not a bug.

 The critical thing is that `#media-attachment-filters` is also available
 in the '''main "Insert Media"''' view.

 Here's where sorting items is super useful - for example to generate a
 list or gallery of a post's attachments automatically, based on their sort
 order. (That is, you use this view as an attachment order admin, rather
 than to actually insert media to the post.)

 FWIW, it doesn't work in this view either.
