 I've tested a bunch of different resolutions, and it doesn't seem to be
 related.

 I haven't been able to further debug this but, just in case it rings any
 bells, the UL for the thumbs has a class `ui-sortable` that changes to
 `ui-sortable-disabled` when you change the   `#media-attachment-filters
 dropdown`. (Screenshot https://i.imgur.com/QfpxIOV.png)

 In Firefox, this `ui-sortable` class isn't being set at all. Actually -
 the UL is left unchanged when you change from "images" to "uploaded to
 this post".
