 Thanks again for bringing this ticket up, @jrf!

 Me and @ocean90 both had a look at it and think it's fine.

 In [attachment:32075.4.diff] I only made a few adjustments.

 * Various docs improvements
 * Make `wp_raise_memory_limit()` the value that was attempted to set or
 false on failure
 * Make some parts a bit more readable
 * Fix spelling of `wp_is_ini_value_changeable()`
