"Customizer" as a noun is not generally used in core; instead, the verb
form is preferred. The key is that widgets or menus can be managed
''with'' live preview, not ''in'' live preview. Therefore, "Manage with
Live Preview" explains that this offers the ability to manage
widgets/menus alongside a live preview as opposed to the admin pages that
have management but no preview. For users who don't know what the
"Customizer" is or don't make the connection with the "customize"
terminology used elsewhere in core, the current text is essentially
meaningless.
In core, "Live Preview" is used for themes (in the admin and the
customizer), and "preview" is used in the customizer help text. Outside of
core text, we've been using "live preview" since widgets were first
introduced in the customizer, with the "live" aspect differentiating
between static previews such as the ability to preview posts. Live
previewing a theme and managing/live previewing menus/widgets are
different contexts, but I don't see there being confusion there as the
live preview terminology becomes used more extensively in core.
