 That statement is wrong. You can create a role which only has the `read`,
 `manage_network`, and `manage_sites` caps and assign it to a user. The
 user will have access to wp-admin/network/index.php, wp-
 admin/network/upgrade.php and wp-admin/network/site*.php.
