 Is this even a WordPress-Bug?

 I wanted to solve it, started with the test and the test needs to install
 the import plugin.
 As WordPress generates the WXR with the carriage return it is rather a
 WordPress Importer bug.

 How to handle that?
 How can I write a test on that?
