New description:

 Firefox and Chrome do not have this problem. I have not tested IE or Edge.

 1. Rename a parent menu item's Navigation Label
 2. Drag that parent menu item into place as a child of another parent
 item.
 3. The original parent's child (now grandchild) inherits the name of it's
 parent.
 4. On save, titles are adjusted as expected.

 Attached screenshot shows the behavior.
