 The `WP_Posts_List_Table` class has a `manage_posts_extra_tablenav` hook
 at the end of the `extra_tablenav()` function, but no such functionality
 exists in the `WP_Users_List_Table` class.  The addition of this hook will
 add parity between these two list table classes.  Related to #35307
