Comment:

 Reopening for a few improvements consideration:

 Maybe it's just me, open to different opinions and any thoughts welcome,
 but the current buttons suggest the idea of a "Select" or "Apply" action
 and maybe they're potentially confusing for users:

 Also, for consistency with the `nav-menus.php` menu locations screen (even
 if the "Edit" functionality there works a bit differently)...

 ...I'd consider to make these buttons look like links:

 Lastly, for accessibility, they should provide additional information:
 when read out of context it's not clear what to "Edit":

 maybe worth considering to add an `aria-label` attribute with a value, to
 keep it simple, "Edit selected menu" or something like that.

 P.S. please, please, always mark with the "accessibility" focus any ticket
 that introduces UI changes, especially about UI controls and form
 elements.
