 See the attached patch.

 Localize `https://wordpress.org/plugins/` and
 `https://wordpress.org/themes/` links to allow translators to link to
 local plugin directories.

 I want our hebrew users to link to `https://he.wordpress.org/plugins/` and
 `https://he.wordpress.org/themes/`.
