#37449: The [X] on the link modal in the editor is confusing

This is a UI/UX issue with the pop-up link modal.

It's common design pattern to have a cross icon on a modal to close the
modal. In the pop-up link modal in the editor the X DELETEs the link,
rather then closing the modal. The number of times I've accidentally
deleted a link is really confusing. Here's the visual:

I know that there's a tooltip that says "delete", but once I've seen the
[X] it's easy to go straight for it and click before my being processes
 the tooltip content.

I also know that the correct action for closing the modal is to click
"somewhere else", but this has no affordance.

 Suggestions:

 * Use a text "Close" label instead of/as well as the [X]
 * Add an extra icon, like a trashcan or something, for delete, make the
 [X] close the modal.
