Comment:

 Discovered a few more things:

 * Resource hints are missing in the Customizer.
 * Resource hints are missing on wp-login.php.
 * The filter in wp-admin/includes/admin-filters.php should be in wp-
 includes/default-filters.php, this will fix the Customizer.
