Comment:

 Related: #36735. Also, the field should always show what's going to be
 used as alt text. A good first step would be what's proposed on #36735.
 Assigning to @joemcgill as he's the owner of the other ticket and he's the
 best person to make a decision and see if the two ticket can be handled
 together. Or punted together :)
