 Does it still happen with all plugins disabled? Is it always updating
 Twenty Sixteen? Are you using Arabic or Moroccan Arabic? Why is the admin
 still in English?

 Can you paste the header (line 1-10) of twentysixteen-ar.po (or
 twentysixteen-ary.po) to this ticket?
