 Customizer: Add shift-click on nav menu items in preview to focus on
 corresponding nav menu item controls in pane.

 Add missing `params.completeCallback` to `MenuItemControl.focus()` for
 parity with `Control.focus()`. Also adds `params` to
 `MenuItemControl.expandForm`, `MenuItemControl.collapseForm()`, and
 `MenuItemControl.toggleForm()`.
