 Currently, the Tag Cloud widget displays the topic count for each tag by
 using the title attribute.

 As part of @afercia and the Accessibility team's ongoing mission to remove
 improper uses of the title attribute, I propose removing the title
 attribute completely.

 While this eliminates the additional count information, there is perhaps a
 better place to put it (if it is deemed necessary to display).
