The Customizer's purpose is to live preview any ''change'' to a site, I
maintain. This could be appearance or content. Widgets and nav menus are
both content. #34923 is about a first step to create pages in the
Customizer.

Yeah, that makes sense. A trashing safeguard when deleting things in the
Customizer makes sense. This is what we have in place right now, where
“Remove” is acting like trashing. So perhaps this should stay as is, but
then there could be a “Delete Inactive Widgets” button that appears when
listing out the inactive widgets, or a red X that appears with each
inactive widget listed, or something to that effect.
