 It's less extreme than one might think. Users get plugins from non-org
 sources all the time. And when, in debugging, we tell them to disable a
 plugin, you might be surprised to see how many people delete.

 Users will be less confused by 'Delete the plugin and all of it's settings
 and configurations' and 'Delete the plugin files' than you might think.
 Users actually do kinda know that the 'code-y stuff' lives in files and
 the 'content stuff' is in the DB :)
