Possible ways of finding out are: surveys or user testing. Do we have any
possibility of doing this?

I don't think it is a dev scenario but a site management scenario. A
developer can easily use FTP to replace the files. It is the site manager
who does not understand FTP and prefers to use the admin area.
Another similar scenario is testing beta plugins on a staging site.
