Comment:

 As this ticket is now approaching its tenth birthday, we need an
 actionable approach to tackling it otherwise it will continue to go
 nowhere. The only real way for that to happen is to take the
 [https://make.wordpress.org/core/handbook/about/release-cycle/features-as-
 plugins/ feature plugin] approach.

 The first step would be to collect a list of the most popular plugins
 available that provide hierarchical post type ordering, and start
 assessing what works well and what doesn't, from a technical, UX, and a11y
 point of view.

 If anyone wants to coordinate such a feature plugin, feel free to comment
 here or bring it up in the #core channel on Slack and go from there.
