 There are things that could make it better. And as someone who has never
 actually run into this bug myself, I could argue that it doesn't matter
 and we might as well go ahead with adding an action here and letting sites
 that do run into this issue deal with the consequences. But the bigger
 question is what percentage of sites have this issue - based on this
 ticket, it seems like quite a few.

 By "unblocked" I mean that there are no technical issues that need to be
 resolved ''before'' code adding support for custom fields in nav menu item
 controls in the Customizer can be implemented. As of right now, as soon as
 someone can come up with a working solution to add the customizer
 equivalent of a hook within a nav menu item control, that can be iterated
 on and committed to core. In the admin, we need to address these scaling
 problems before we can even get to the step of implementing hooks for
 plugin developers, hence the idea of hooks being blocked.
