 Yes, this placement is better. My only concern is that technically this
 would mean the notification is appearing inside the root panel, and so if
 you are nested down inside of a panel and section, you wouldn't see it.
 What about if the notification area were added to `#customize-header-
 actions` instead, so in this mock the message would appear between the row
 that has the Close and Saved buttons, and the element that says “You are
 customizing”.
