 Android notifications, then this would make more sense to overlay the
 preview as opposed to shifting down the preview to make room for the
 notification.

 If they push down rather than overlay we may run into problems with themes
 that use fixed or absolute positioning.

 Additionally, are we sure we want these to appear in the preview panel?
 These are responses to the user; to actions taken. These actions
 originated in the Customizer panel, with a button click typically. I'd
 think the response should be there.
