Comment:

 It's early in the standards process to consider adding a top-level API
 function in WordPress for this, see [http://caniuse.com/#feat=imports HTML
 imports browser support].

 This doesn't block someone from experimenting with HTML imports. You could
 drop the `<link rel="import">` tag in via the `wp_head` hook.
