 Here's a refreshed patch.

 There are some differences with the old one though.

 - wp_get_archives does not include a list_before and list_after arguments.
 IMO is easier to use a HTML wrapper instead of passing more arguments to
 the function. Easier to read too.
 - wp_list_categories has changed a lot during time and it would need a
 different approach.
