not having the ability to create content when setting up menus. I think an
interface that lets users quickly create items by title only (no content,
URL, or other fields) would be pretty doable within the nav menus UI and
could facilitate creating multiple, for example, pages, at once.

Of the suggested solutions, I think [attachment:34923.possible-ui-input-
under-list.PNG] is the most elegant, but might not work for non-English
languages due to space constraints. This could be mitigated by dropping
the button label down to just `Add`.
I don't think having both `Create Page & Add to Menu` and `Create Page`
makes sense in this context. Creation should be used to facilitate the
primary action of this panel, which is making your menu.
