 Proposal 1 seems most consistent with what we currently use in the
 dashboard. Since you brought up the concern, have you identified specific
 places where there isn't room to have a loading icon next to a button?

 Also want to ping @hugobaeta on this since he's been working on button
 styles and has also been talking about loading icon standardization in
 core.
