 I just did some housekeeping as this ticket isn't accessibility-centric.
 Nothing to clarify :-)

 As to your question, I'm not sure it's possible to do it in a backwards-
 compatible manner. Hidden admin pages have been possible for a long time
 and I'm sure some people depend on removed menu pages still being
 accessible.
